Introduction to the Delta Services Senior Management Team 

The Senior Management Team is committed to advancing Delta Services’ mission through strong organisational leadership, strategic planning, and effective operational governance. Our collective professional experience and diverse backgrounds enable us to bring valuable insights and a collaborative approach to decision‑making, ensuring that our services remain person‑centred and responsive to the needs of the community we support.

Roles and Responsibilities  

The Senior Management Team is responsible for guiding Delta Services to ensure that all operations are delivered with transparency, accountability, and a clear commitment to our mission and values. We provide strategic leadership, oversee operational, financial, and regulatory matters, and work collaboratively to maintain a strong, person‑centred approach across all areas of the organisation.

Our diverse professional experience strengthens our decision‑making and helps ensure that our services continue to meet the needs of the individuals and families we support. We prioritise compliance with all governance and regulatory standards, and we are dedicated to upholding the highest levels of quality and integrity in everything we do.

Through focused leadership, oversight and a deep commitment to those we serve, the Senior Management Team drives Delta Services’ continued success. It ensures that the people at the heart of our work remain our central priority.

  • Joe Meany

    CEO

    Joe Meany joined Delta Centre as Chief executive officer in 2019 and has overall responsibility for service quality, health and welfare of service users & staff, strategy, governance and ensuring financial security of the organisation. Prior to joining Delta Centre Joe worked in the HSE since 2001 where his primary role was as an occupational Guidance officer but also worked as a HSE Disability manager for Carlow Kilkenny, regional lead for Day Services in CHO5 and was the lead for the development of the Children’s respite service for Carlow Kilkenny. Before Joining the HSE, he qualified as nurse and worked in a variety of residential, day and community settings for people with Disabilities since 1987. 

  • Suzanne Morrissey Forde

    Finance Manager

    Suzanne Morrissey Forde is the Finance Manager at Delta Centre. She joined Delta Centre in 2015 in a part-time role and became Finance Manager on a full-time basis in 2017. From 2020 to 2025, Suzanne also served as Deputy Chief Executive, supporting the CEO across all service areas and deputising as required. As Delta Centre has continued to grow, Suzanne’s primary focus is now on leading the organisation’s finance function. She brings extensive experience from previous roles as an Accountant, Finance Manager, and Audit Senior, with a career in finance spanning over two decades. 

  • Gary Skedgwell

    Operations Manager

    Gary Skedgwell started in Delta Centre as the Community Employment Supervisor in 2016 and in 2021 Gary took on the role of Operations Manager. As Operations Manager his main responsibilities are to ensure resources including Transport, Utilities, Catering, ICT to name a few are available to frontline services in Delta Centre to ensure effective service delivery. Before moving to Ireland from New Zealand, Gary was a Flight Instructor training airline trainee pilots to be ready for their first jobs. On moving to Ireland, he completed a business degree in management at IT Carlow (SETU) and worked in a “Job Activation” role as a Tús Supervisor with Carlow Development Partnership before joining Delta Centre. 

  • Janet Dunlevy

    Day Services Manager

    Janet Dunlevy is our Day Services Manager and has 28 years of experience working in Delta Centre in various roles, initially as support worker, then social care worker, social care leader and person in Charge (PIC) for over 10 years. Janet has responsibility for delivery of our day services both on and off site and the development of new day services to meet the changing needs of the people who use our services. Janet leads the day service staff team and links directly with the service management to deliver person centred services in line with the national HSE day service policy “New Directions”.  

  • Rhona Sheill

    Residential Services Manager

    Rhona Sheill is the Residential Services Manager at Delta Centre. She joined the organisation in 2002, beginning her career as a Support Worker before progressing through roles as Social Care Worker and Social Care Leader/Person in Charge. In 2020, Rhona was appointed to her current role. As Residential Services Manager, Rhona provides leadership across all residential services, overseeing Social Care Leaders/Persons in Charge, Social Care Workers, and Care Assistants. She is responsible for the day-to-day operation of residential and respite services and works closely with the service management team, multidisciplinary professionals, and other key functions across the organisation to ensure high-quality, person-centred care. 

  • Roisin Foley

    Human Resource Manager

    Roisin Foley is our Human Resource Manager and joined the service in April of 2024. As HR Manager, Roisin works on key human resource management issues and puts in place appropriate strategies and systems to underpin an effective, progressive, flexible human resource management philosophy and practice. Roisin worked for 17 years in management and has worked in HR management for 10 years. The HR Manager role is a key management position with responsibility for the operational provision of an effective and efficient human resource of this service to meet the changing needs and strategic development of the organisation.
